Ohio Senate approves changes to Reineke’s waste management bill

The Ohio Senate has agreed to changes made to Senate Bill 147, which is sponsored by Senator Bill Reineke. This bill introduces a mechanism for counties to establish citizen oversight through local government and health departments for landfills within their jurisdiction.

Senator Reineke emphasized the importance of local oversight, stating, “Having local oversight over landfills that significantly impact local communities provides much needed relief for citizens feeling the immediate effects from these sites.” He expressed gratitude towards his colleagues in the House for acknowledging the necessity of this legislation.

Reineke also highlighted the historical context of landfill operations, noting, “Understanding that in 1993 the landfill on Route 223/224 occupied 83 acres, while today’s operations occupy over 1,100 acres and has had six different owners. My constituents will be here for generations in the future and deserve adequate oversight provided for in this legislation.” He thanked Representative Click and other officials and citizens who supported Senate Bill 147.

The bill authorizes Solid Waste Management Districts to impose a permissive fee on construction and demolition debris disposal. It also outlines a process for separating a county from a solid waste district.

Senate Bill 147 is now set to be reviewed by Governor DeWine.
