State Rep. Anita Somani (D-Dublin) announced the passage of House Bill (HB) 2, which allocates $2 billion in state funds for economic development and community investments across Ohio.
The bill includes half of the $700 million from the One Time Strategic Community Investments Fund (OTSCIF), a fund set aside in the most recent state operating budget. Franklin County will receive $42 million from this allocation.
“I am excited to see the Heritage Trail Expansion receive significant funding through House Bill 2,” said Rep. Somani. “This trail will connect Downtown Hilliard to Downtown Columbus, encouraging people to get outside, and making it safer for those who enjoy cycling and walking.”
The OTSCIF funds for Franklin County will be distributed as follows:
- $10 million for The Ohio Center for Advanced Technologies
- $10 million for the Columbus Symphony Orchestra - Music for All
- $10 million for the Downtown Columbus Capital Line
Additionally, HB 2 includes $1.65 billion of capital budget funding for various state entities:
- $600 million for the Facilities Construction Commission (FCC) to cover state shares of project costs in school districts.
- $400 million for the Public Works Commission to issue grants and loans to local governments for infrastructure projects.
- $397.6 million for higher education institutions to support construction and renovation projects.
- $250 million to support the Local Jail Facility Funding Program under the Department of Rehabilitation and Correction (DRC).
HB 2 now moves to the Ohio Senate for further consideration. Additional funding opportunities from both traditional capital budgets and remaining one-time funds are expected.
