Today, the co-chairs of the Congressional Autonomous Vehicle Caucus, Congressman Bob Latta and Congresswoman Debbie Dingell, issued a statement regarding the National Highway Traffic Safety Administration's (NHTSA) proposed rule for AV STEP. This initiative aims to establish a voluntary review and reporting framework for ADS-equipped vehicles.
"If we want to keep the United States at the forefront of innovation, manufacturing, and safety, it is critical we establish a federal regulatory framework for the deployment of AVs," stated Latta and Dingell. They emphasized that while today's proposed rule is significant, it should not replace Congress's role in establishing a comprehensive federal regulatory framework. They highlighted the importance of including diverse voices such as industry partners, labor groups, safety advocates, and disability rights organizations in this process. "We firmly believe in the promise of AV technology: improved safety, expanded mobility, and greater economic prosperity," they added.
Latta and Dingell have been advocating for a bipartisan federal autonomous vehicle framework in Congress. Notably, Latta's SELF DRIVE Act was approved by the House during the 115th Congress.
The AV STEP program would be accessible to companies operating or planning to operate compliant ADS-equipped vehicles on public roads. It also accommodates those needing NHTSA exemptions for non-compliant vehicles. The program seeks to enhance transparency in ADS operations and assist NHTSA in studying and overseeing ADS technology development. Additionally, AV STEP aligns with the Department’s National Roadway Safety Strategy introduced by U.S. Transportation Secretary Pete Buttigieg in January 2022.
