State Representatives Riordan McClain and Bernie Willis have introduced House Joint Resolution 2 (H.J.R. 2) in Ohio, aiming to join a convention of states to address federal power limitations and term limits for Congress members. The resolution seeks Ohio's participation with 19 other states in an Article V Convention to propose amendments to the U.S. Constitution.
The proposed convention would focus on three main areas: implementing congressional term limits, requiring a balanced federal budget, and limiting federal government powers. To initiate such a convention, at least 34 states must pass identical resolutions. Any proposed amendments would require approval from 26 states at the convention and ratification by 38 states to be enacted.
Representative McClain emphasized the public's desire for reduced federal overreach, stating, "The American citizens have expressed over and over again that they are tired of constant federal overreach." He advocates using the constitutional process outlined in Article V as a means to restore state power.
Representative Willis highlighted the non-partisan nature of the effort, noting its relevance regardless of which party controls the federal government. "I am proud to sponsor this resolution for Ohio to exercise its due authority under Article V of the U.S. Constitution," he said.
In conjunction with H.J.R. 2, McClain and Willis introduced House Bill 67, known as the “Faithful Delegates” bill. This legislation outlines guidelines for Ohio delegates attending the convention, including restrictions on voting on proposals affecting certain constitutional amendments like the Bill of Rights or the 13th through 15th Amendments.
House Bill 67 is set for further discussion within a House committee.
